Highway Privatisation Study for Eastern Dispersal Link

The Eastern Dispersal Link (EDL) Expressway is an 8.1 km 3-lane dual carriageway. It provides a direct link between the Pandan interchange at the North-South Highway to the new Customs, Immigration and Quarantine (CIQ) complex, which is also officially known as the Bangunan Sultan Iskandar, in Bukit Chagar. Slightly over half or 4.4km of the Expressway is elevated.

The EDL expressway concession was awarded to MRCB Lingkaran Selatan Sdn Bhd (MLSSB) on 26 June 2007 to design, construct, operate and maintain the EDL by the Federal Government of Malaysia.

This is the first fully private sector funded expressway. EDL will provide a speedy and convenient direct link to the CIQ from the Pandan Interchange. Designed to effectively disperse traffic within and among the main artery roads in Johor Bahru, the EDL is able to reduce travel time by as much as 35 minutes from Pandan to the CIQ.
